Communications Authority of Kenya (CA)

The Communications Authority of Kenya (CA) is the autonomous state corporation responsible for regulating the information, communications, and technology (ICT) industry to drive Kenya’s digital transformation. Established under the Kenya Information and Communications Act, the CA manages the country’s telecommunications networks, digital broadcasting systems, electronic commerce platforms, and postal or courier services. Beyond issuing operational licenses and approving retail tariffs, the authority plays a vital role in national safety by managing the radio frequency spectrum, type-approving electronic devices, and coordinating national cybersecurity through the KE-CIRT. Furthermore, it safeguards public interests by enforcing consumer protection standards and administering the Universal Service Fund (USF) to extend digital and cellular infrastructure to remote, underserved rural communities.
