Ângelo Buta João qualifies for nomination for his leadership in embedding ethical and inclusive AI into Angola’s national development agenda. In March 2026 he publicly reaffirmed the government’s commitment to responsible, ethical and inclusive AI as part of the 2023–2027 National Development Plan while launching the UNESCO Readiness Assessment Methodology (RAM) study on ethical AI governance, describing it as a diagnostic tool to evaluate Angola’s preparedness, identify regulatory and institutional gaps, map emerging risks and formulate strategic recommendations for ethical AI. His stewardship of this multi-stakeholder assessment and alignment with UNESCO’s Recommendation on the Ethics of AI demonstrate sustained leadership in fairness, accountability and rights-respecting AI over the past year.
